Medkit problems

Is anyoneelse having problems releasing their medkits? ( right d pad?) I'm doing it right, bit since the update if I get down to under one bar it doesn't release?

I do know there is a cool down on using med kits back to back, but I've also been in situations where I know I hit the damn button and it wouldn't activate. I'm starting to find all these little issues really get annoying. This game should still be in beta.
