I'm sure it has something to do with "forcing" you to play all of the different activities without actually forcing you.. Kind of like Critical Safehouses for the Intel Tokens.  It doesn't force you to do those Critical Safehouses that move you all around the map, but you know that it's there and it gives you double the drop so you're more likely to do it.

What are the critical safehouse? I am not sure what you mean...is it all the safe houses?.....And why I don't get mission rewards on Falcon lost Challenging when I did tit after reset for the first time...I had only boss drop! Anyway I know it is off topic but I am looking for answers

He simply means the Safe Houses that show the Critical Search and Destroy missions as well as the regular ones. The Critical missions are random and there's one or two per 24hrs in addition to the normal S&D missions.

I noted some work arounds for similar issues being joining another team who's running the incursion rather than selecting it yourself (i.e. join a team outside in open world, group with them and then the group leader selects the mission)
