Why search and destroy missions are not working?

In the Tenderloin area I done the side missions, the encounter and I even done the napalm mission again but on the board in the safe house still telling me to clear the side and encounter missions!

Is no dailys today or is just for me?

Go to the officer in the safe house and select the "ask for an update". Sometimes you will get a few more encounters or side missions to be completed. 

I I had to do this in a few areas I thought I cleared out long ago. Turns out, I never got the update and completed the side missions. 

Just because your map is empty doesn't mean there is not more to do. 

On a side note, as long as you can do search and destroy missions in one zone, you can keep repeating them over and over in that zone. There is no difference in difficulty or rewards on the search and destroy missions from zone to zone, which is kind of dumb.

Having said that, the first night of the patch I repeated S&D missions and the first version was normal, 2nd version was all shotgunners ... last night I didn't notice the variation... perhaps even this mission generation is linked to some RNG?

I've seen variations of this in each of the different zones. Sometimes all shotgunners. Sometimes all snipers. Seems to be no rhyme or reason to it that I am seeing.

Also saw all big cleaner flamethrower guys on one wave, but that was on the most expensive of the weekly HVT scenarios. Not one I would solo...

..fire bloody hurts now!! At least they don't rush you like shotgunners do.
