Hit counter on gun

I'm on the xbox, the counter / semi circle dial is in the same location as the distance marker you get on some weapons. It counts each concecutive hit to a maximum of ten. I presume there is some sort of buff with each hit but can't see anything in the weapon stats. 

 
Some instructions. Apparently it can be voice activated.

Without a screenshot my guess is its a Talent counter. Its possible its registering body shots that add up towards an increase headshot damage or similar. I know some of the weapon talents have this and a counter so you know which shot to use for the huge bonus would be logical. 

 
I thought it was an ammo counter and has not worked for quite a while.  It was also broken in the Beta but worked in the Alpha.

If I am understanding it correctly it is where some guns have a gui overlay of a half circle with a two digit counter in the middle right next to the gun model, especially when you aim.  Only some guns have this and others have a bar like the one on the reticle counting down the ammo as you fire.  Thought it was pretty cool in the Alpha but now seems pretty pointless.
