Was there a map expansion update?

Ok so, I have been having all kinds of issues while playing the Division today after the new update came out this morning. But I just noticed this at the top of my screen (Look at pictures). It is a new part of the map that was added that wasn't there yesterday. But the thing is it only lets me go up so far. In the one picture of the map it shows my character and that is all the further it lets me go. There are cars and bags blocking both roads and there is no other way past. Is anyone else experiencing this?

That's the location of the 2nd free DLC expansion Incursion (1.2) "Clear Sky".

If you have not completed the story mode of the game (all story mode missions) and completed the story by returning to collect the last echo (not the incidental echos all around but a very specific one the game leads you to directly) then you won't be able to access it. It becomes open once the story mode is complete.
