Update 1.3, Special Vendor....where has it all gone?

why can I no longer purchase any blueprints etc from the special equipment vendor? Is there somewhere else to buy them? and what does the orange +xxx next to the weapon stats mean?

There is a new vendor. I believe it is located towards the back of the boo. Near the rewards vendor. I'm still in school and haven't loaded up the 1.3 patch. I'm just going off what ive read. so sorry if that is misinformation.

This is correct.  The special "weapon" vendor just sells already rolled items now.  There's a blueprint vendor in the Terminal, which is a new part of the BoO.  The entrance to the Terminal is supposed to be through a door at the back of your BoO, next to the Rewards Vendor's table.  I hadn't confirmed this, since I'm on PS4, but that's what the patch notes say.  

 
So.... If we don't buy the DLC, we can't access the Terminal, and so we now lose the access to BP vendor?

The terminal is accessed via a lift after going through some doors at the back of the rewards vendor (a very slow, long walk).  The blueprint vendor is before the lift so should be accessible to all.  The same vendor also sells weapon mod parts which can be exchanged for gold mats and phoenix credits (around 100) and allow the re-calibration of one weapon talent at the usual re-calibration station in the BoO.

I double checked this and according to the patch notes, the Terminal is part of 1.3 and not part of the paid DLC.  Here's info on the Terminal from the patch notes:

Base of Operations Extension

  • The Terminal is a new shared social space inside the Base of Operations.
  • The Terminal can be found in the back of the base, next to the Reward Claim Vendor.
  • Visit High-Value Target contractors and all new Vendors.
  • The Special Equipment Vendor has been split into two vendors within the Terminal, Items Vendor and Blueprint Vendor.
  • Players can also Fast Travel directly to The Terminal.
 
Yeah but the walk from Terminal to BoO is maddeningly slow.  2-3x the length of walking in to the BoO at least and just as slow walking through it.  Fast travel from Terminal to BoO is probably faster even with the walk in to the BoO afterwards.

The dps on weapons only shows the base damage, and the orange numbers shows the extra damage from the weapon's mods. It means you can more easily compare your current weapons with your drops. Before we needed to strip our weapons to actually compare the damage to a weapon from a drop. Much better to do it on the fly than to have to wait till you have the time to strip and the add the mods back after comparing.

Tho might have been better if they just showed the effective total orange. but still..
