I checked last night and I'm sure I didn't see it for sale in mine. Do you mean the guy in the HUB or the Advanced Weapons Vendor in the Base of Operations? 

Drop wise i've only had really bad rolls on base damage with this SMG so its not featured even in a third string build of mine yet.
