The Castle settlement is NOT working.

I went and completed The Jefferson mission and went back to The Castle Settlement  and still stuck in the beginning telling me to go to True Sons outpost and kill them all. I went back to The Jefferson Memorial and it said Mission Completed.  Then went back again to The Castle Settlement & it's not working. Since the mission was completed I can fast travel to The Castle and still not working. I re-started the game and still nothing. Ubisoft please fix this problem on the next update. Thanks.

 
Not sure what's going on with the Castle settlement, maybe they're saving it for DLC.  I finished the main story, and it's still not an actual settlement for me.  Not like the Theater or Campus settlements, with vendors and people and such.  It's just empty.  Think you scouted it as a possible settlement and decided not to use it.  I didn't pay too close attention to the story, so I'm a bit fuzzy on some of the details.  Only thing I have been able to do IS fast travel to it, though I haven't looked further into it since i hit 30 last week. 

 
The Castle Settlement in the story was hit by a chemical mortar attack and destroyed. The Jefferson Memorial mission is the retaliation. I think you are meant to talk to Kelso to complete tge story. 

I haven't heard of the Castle Settlement being made active or rebuilt in the story. At least not for me. Might just be a confusing thing that seems like a glitch but is actually where that story ends (for now at least) 

 
As confirmed in the last State of the Game by Ubisoft the Castle Settlement is meant to remain unpopulated. They have admitted they ought to have been more obvious in the in-game story to explain that the area is now completely contaminated by chemicals and won't be repopulated (at least currently).

It remains purely as a fast travel location. 

I don't know if any of the planned DLC will make use of it. 

I think it shows that Ubisoft missed a beat generally in the story telling in the game unfortunately, as engrosing as the general world is, both the characters and story line of the main campaign is ultimately pretty forgettable unfortunately unless you really try to hold onto and mentally make use of the found footage etc in your own time.

Maybe the starting point for some future underground exploration ?.  Survival in the underground contaminated with toxic gas and a broken mask ??.

Probably not but I would imagine they would make use of it further on.

One thing I liked with TD1 was the seamless expansion like opening the door in the BOO and then you have the whole underground complex.  Felt that it was just waiting there being re(built) before opening to agents rather than it is another coding block and required major 'world' changes to force it in.

Oh I see. I was wondering about that. So we might have wait for the new DLC release and see what happens from there.  There will be 3 DLC's released 1 in summer,2 in the fall,& 3 in the winter of 2019. I guess we'll have to wait till then.

Their attempt fell completely flat. There was nobody there we met or gave a crap about. 

What they should have done is have us visit the settlement and see it thriving. See kids running around playing. That sort of thing. Then have it attacked while we are doing a mission and we come back to just a few survivors and a lot of dead bodies.  Maybe even the first time we enter have some kid run up to us and say or do something memorable and have him/her be one of the bodies we see. 

Something like that would have been a deeper story moment.
