Is the Castle Settlement broken?

So I returned to the game recently along with a friend and are fresh 30's. We're about to do the Capital mission, but last night we noticed that The Castle is still not opened. Did we miss something or does that settlement open later? We've done the Air and Space mission as well as the History one. We just can't get into that basement area to speak with Kelso. I have a level 40 character and see that the Castle is green and I can fast travel to it, so I'm confused what we aren't doing. Any help would be really appreciated.

It seems like you might have missed a step in the progression. To unlock The Castle settlement, you need to complete specific main missions and projects. Make sure you've completed all the necessary main missions leading up to The Castle, including those related to restoring settlements.
