Tactical tank builds

Working on two tactician tank builds.  This one with lone star for ammo capacity (tired of switching gear for ammo) and has higher toughness:

And this one with final measure with 65% exotic damage resilience at a cost if 33k toughness.

I am aware how low my DPS is but I used to run 4 piece striker with 250k dps and I am more rounded and powerful overall now, especially once my skill power buffs and doubles.  Plus, I am a dedicated team support player  

Havent gotten to try the final measure version, am wondering which is more valuable, the 33k toughness or the 65% exotic damage resilience?

thoughts?

 
I like the 4 pc Tacticians and 2 pc Final Measure.

....In before some troll or noob starts screaming, "you need to work on your dps" or "your dps is too low".

 
I am trying to use this type of build.  When i doing pve it works Great but in the pvp I die real fast what do you think im doing wrong i got dps 149000  toughness 291000 skill 38000. any help would nice thank you for your time .

You could possibly try to transfer some of the electronics to stamina to increase your toughness.  At about 45k electronics, skills stop getting benefits because they mad out, so you're closing in on that.  

I used to have my skill points between 20-25k and my toughness was around 200k.  I was ok as long as I stayed on top of constantly keeping my skills running, but I'd get shredded in PvP.  Recently I went for a less squishy build and now my toughness is 390k and my skill power is 11k.  This tank build is a lot more stable for me, although there are times when I miss the benefits of the extra skill power.  

Also, look at your Survivability numbers.  There's a lot that goes into your toughness and depending upon how your enemies attack you determines how good that number is.  If your toughness is mostly armor and enemies do lots of armor damage or head shots, you'll go down a lot faster.  Also, look at things like you're DR, EDR, bleed resist, blind/deaf resist, etc.  These will help mitigate damage from everything that's not bullets, and often that's the kind of DMG I find that I receive in PvP (vs bullets in PvE, except Cleaners - f*ck flamers).
