i am quite new to forums and division. i was struggling on my own for a few days, then joined up with others and this one guy with a red and white helmet( sorry never clocked his name) was drifting around instead of walking and just going straight up to everyone and taking them out with 1 shot.. he was like a division legendary god..i only got in about 2 shots for the entire mission, unbelievable

"drifting around"? Do you mean he was physically sliding on his bum...like you do when swapping between longer cover points, or appeared to be on roller skates and without moving was sliding along?

If its the 2nd then its a visible trait of server lag, he actually is running but the client side isn't showing the animations as it can't keep up and also its likely you're just not seeing the animations for him shooting quite a bit so very possible he's shooting a lot more than you know.

That error is sadly only one of many animation errors you will encounter from time to time. Sometimes it looks like your groupmates shoot in your direction when you look at them. Sometimes you see them falling through solid objects or walk straight through a closed door which open after they went through it. Those things can happen but they do not happen very often.

May it be, that the "Red-Helmet-Agent" was several levels higher then you? Then it is no wonder that he one or two shots enemies that are lower level. Even if we say you both are level 30, there are huge differences in each agents effectivness depending largely on the gear he has and the build he uses. You can see a Number to each agents name in your group since the last update which shows the so called gear score. That way you can roughly see how good another agents gear is. So if you were level 30 with a gear score of 110 for example and he is also level 30 but has a gear score of 180  he can kill enemies quicker then you can.

I hope that clears up some things for you. If you have further questions don't hesitat to ask. I play for a while now and know certain things about the game and still learn new things every day...
