PC Receiving mouse stutter / micro stutter. Fix please?

SO im getting solid 30 (minimum) frames  on medium. (which seems low with my setup compared to others but no worries its playable)

BUT whenever i move the mouse the frames dont update and it makes it look like maybe 9/10 fps. ive been told its micro stutter. But i run the game in non Crossfire mode because i had texture flickering issues.

So if y'all could help with 1 - helping me figure out why frames are so low when i have a pretty good system and 2 HELP ME PLZ STOP MOUSE STUTTER ARGH. its so frustrating.

SETUP:

i7 3770k  - running at stock speeds

16 GB ram (4x4)

2 x Hd 7950 OC edition 3GB dedicated.

Windows 7 64 bit

Mouse - G502 proteus Polling set to 500Hz. 

 
Knock out the easy fixes first...get into msconfig and knock your startup items down to bare minimum, then restart and see how it affects your issue in game. It could be nothing more than a 3rd party app bogging you down.

 
I hope nobody thinks this is rude of me but I do this for future reference for myself and others that might come to the forum with a similar issue. Then it's all located in one place rather than scrolling through an endless list of support.

If you could post this in the thread here then that would be great. 

I imagine this game is almost unplayable for you if moving your mouse drops frames to 9-10. I want to say that it has something to do with the crossfire (even if it's not enabled in game) but I am honestly not sure.

Is this issue right from the start or after playing normally for a while?

Absolutely, on first thought, sounds like background software is taking up memory. In your case it might be Windows notifications or similar or various other background pop-ups occurring.
