PVE level difference

Hey Agents, has anyone done the math for level difference of enemies when in a group in PVE?

example: lvl 25 agent, lvl 12 agent, lvl 8 agent are a group. What lvl  will enemies be to lowest member of group?

Is there a formula to know what that lvl will be?

There's no scaling, I believe. The host's level dictates it IIRC. If not, it's the highest level in the group.

It is definitely not the host's level.  I've played with lower levels and it absolutely scaled up beyond their level.

Yeah I think it's scaled to the highest leveled player in the party.

Partied up with a friend yesterday, and he was around LV26. We were finishing all of his Encounters, and he was making enemies scale down to his level as host. This is free roam, though, and I have not done a story mission without me being the host and ramping the difficulty up to Hard.

In free roam, you will find a lot of enemies that are level 25-30 even if you are 30 though, so it probably had nothing to do with him and his level.

Freeroam/ Normal missions= 5 levels under highest lvl player or area's level range (whichever is higher) 

Hard missions= on par with highest lvl in group or the missions rec. lvl (whichever is higher) 

Challenging missions= Lvl 32 elites period
