NOt able to Chat in Chat Box

SO I have been either blocked or the CHat Box is down but it says I don't have permission to chat... please don't tell me this is going to be another halo waypoint where if you make a comment that someone doesn't like you get banned.

I have had the same problem in game after a group usually.  the chat doesn't seem to work.  logging out and back in fixes it though
