So what's the full story here? I saw nerfs and buffs across weapons. Alright.

But SkillUp said they're changing the game into Open World. How's this gonna work?

Sold my copy a week ago. LOL. If the 1.4 gonna be good, I'll rebuy another used copy (if it's still around because nobody give a fk anymore here).
Overall, I think the proposed changes will be a good thing and while they don't address the many known issues the game has, I thing there will be enough shinny to bring some people back.

The Manhattan area, apart from HVT et.al., is only effectively open for leveling toons, not end game.

So, they are introducing a world bracket, made up of 4 tiers (e.g. first tier is gs#163). Players can roam Manhattan with mobs and bosses appropriate for their selected tier. 

Mobs and roaming bosses (e.g. Bullet King) will drop randon loot appropriate for the selected tier. So, you have drops more like in the dz.

Tier 1: 0-163 - GS 163 rewards

Tier 2: 164-184 - GS 184 rewards

Tier 3: 185-204 - GS 204 rewards

Tier 4: 205-229 - GS 229 rewards

Bosses will be guaranteed to give loot at the reward level based on the tier and mobs will have a chance of giving gear at that level.

Also, the new gear cap will be 229, so HE items/weapons will be on the same scale as gear sets.  The GS # for set pieces will now be adjusted accordingly:

Was - Now

GS 191 - GS 163

GS 214 - GS 184

GS 240 - GS 204

GS 268 - GS 229

There's many additional changes (see the update 1.4 notes on Ubi's page), but those are the two underlying framework changes for the game. 

 
Adding environmental changes based on player actions I really think should be a focus for them now though, just adding more content patches that are just extensions to the existing "non-developing" open world AND without adding story content is purely financial suicide in my opinion. If you don't add something that EVOLVES within a game or GROWS and is actively influenced by player actions then there is no player engagement...it rapidly gets boring and there is no emotional investment from the player meaning they just drop the game and move on.
