word, I waffle between high RoF and higher DPshot sniper rifles, I might have to grind Lexigton a few more times before tuesday!
Same here. My favorite is still the Covert SRS (bigger mag, near max per shot damage, bolt action but still decent fire rate, long range), but good luck getting that to drop.

 
One of the guys I roll with has a HE lvl 31 first wave m1a that he gets 450k headshot crits with and is semi-auto. 

My purp lvl 30 first run head shots for 100k and is semi auto....I have a HE lvl 30 bolt action that only domes for 150k, so currently I'm running a high RoF sniper. Truth be told, I've been running my HE black AK with a 4x ACOG for my ranged duties and my HE vector for up close and personal, swapping the AK and my sniper (15x scope) depending on the needs of the encounter

The semi autos like that have a rate of fire and instability that pushes them off target in anything but close range shots. You end up achieving the same dps or lower at long to medium range having to adjust aim and slow your rate of fire.

Like you, I do the same thing at that range...my stable-as-fook BMAK can sit on an enemies face at 1-100 feet, ripping off crits for 76k per shot and base hits for 30-40k....at a full auto 600 rpm with a 59 round mag. I just can't see the need for an up close sniper.

Edit: both of the above shots have the stat bars in comparison to my BMAK

Couple weeks ago I replaced my Tenebrae with a HE Socom M1A w/ the Balanced Talent (Achieves Max Accuracy faster when shouldering) This beast is a total work horse, I've never had amazing follow-up shots like I have with this puppy.

Depends on what gear it is, your current build, and whether or not it gives you an immediate boost. If it will require other pieces to be swapped as well that you don't have yet to be effective, no.

 
All my gear items are HE level 30-31, but I have level 31 superior items I could replace the level 30HE with till I find them in level 31.

I did, and I instantly noticed it was much harder for rogues to down me....but it could all be a placebo effect?

I actually got one to drop a few days ago. It's pretty good but I really hate bolt action rifles.

 
What's the best method to get HE items to drop? I have seen ALOT of videos where people are constantly getting HE drops?
Kill named enemies. Rerun challenge missions, run around the DZ and find them, or even in the PvE area. Named enemies will give you the best drops.

 
High scavenging % seems to be the way to go, but I don't think devs ever confirmed if it actually helps with HE drops.
They said it affects all looting, from npc drops to chest loot, but players have tested it out to be a different story...which may be part of the reason named npcs will drop an HE item 100% of the time after the 12th.
