IGN First - Tech Tree and Skills

So in case anyone didn't know IGN has posted another video on IGN First about The Division. This time they go in-depth with the tech skill tree and its perks. If you haven't seen it, you can check it out here

One thing that seems confusing to me is when they are showing the Flashbang perk. They mention that it is non-lethal but when it's deployed you can see what appears to be blue damage values pop up. I brought this up on /r/TheDivision and someone mentioned that it is showing an effectiveness number. If this is true doesn't that seem to be confusing to anyone else. Two separate instances where they use blue values to represent two different things. Thoughts?

 
Blue values are indicating damage being done to an enemies armor, so a flashbang may only go as far as lowering/damaging enemy armor but nothing else.
