I am not sure if this is a bug or too many guys trying to activate at once. it took me an HOUR of trying until I was successful. all I can say is keep trying. but YES IT IS FRUSTRATING. I wanted to throw my controller into the wall hahahahahaha.

PS4 Having the same issues not able to Activate My Agent tried for Hours but no success...
