Daily Missions not "activating'

Hi, I've noticed a few times in the last week that when I join a group (or am even group leader) the Daily missions don't start.

I can fast travel to them, matchmake even change the setting from Normal, to hard, to challenging, but when we start the mission either the mobs aren't there or the door isn't open etc.......

I've managed to get around it a couple of times by doing the challenging mission fist and moving onto the hard ones with the group I'm with (would much prefer to start with the hard ones to gauge the group I'm with).

Is this happening to anyone else? does it have to do with any members of the group not doing the mission before?

I had this happen to me about a month ago and just had to skip the dailies, I think.  I might have been able to join in progress, but I'm pretty sure I never got them to work when I was party leader.
