Some issues with this one.
I logged in with my GS191 agent and it reported a GS of 109. Quite a few reports on the UBI forums.
Changing gearsets back and forth fixed it for me.
All shields completed and all 24 cosmetic clothing sets also completed now. Opening caches just becomes a loop with no new items possible (although better 'quality'is still possible I guess) and rewards for duplicates ranging from a total of 8 fragments --> 11 fragments (combined all 3 items dup rewards).
