I have absolutely no idea what anyone is really talking about, I just came back to the game, don't have any DLC whatsoever. I guess I should keep playing until I reach a higher level then it will probably make more sense to me. For now I'm not even level 10 yet so I guess it's normal.
Yeah, just enjoy the story line as you level to end game. It is pretty good.

Level 30 is the actual highest level. You should get there about the time you get to the Midtown areas in the story depending on how many side Encounters, Echos collected etc you clear as you go along. 

About level 11/12 Faye Lau will start nagging you about going into the Dark Zone - this IS the best time to actually try PvP Dark Zone out as its more balanced before you get to level 25.

About level 20-25 you will start getting gear and weapon drops with a "Gear Score" ... I think it starts at 038. Its this level being referred to above, its an average of Gear Score level, not actual character level as that stops progressing at 30. Progression beyond that is confined to Gear Score which roughly equals a "power level" and allows you to really fine tune your characters abilities. 

Highest Gear Score is now 256 available in World Tier 5. As you'll guess there are Five World Tier levels which equal the difficulty/level of enemy NPC's you face in Open World and missions. I believe Tier 1 has level 26 enemies and it progresses to Tier 5 and level 34 enemies. 

Once you hit level 30 any more XP earned goes towards earning Field Proficiency Caches which are boxes that will appear in your inventory and contain random items.

OOOOOH... I get it now! thank you for clearing that up. It's basically like Destiny in some way.
Yup, after level 30 the maths start ... lol! I think the build meta is more detailed than Destiny though with far more variety. Enjoy the game! 

*I really ought to activate my last character and start over...will make a more interesting series perhaps for my channel*

 
I think they're lvl 30 for WT 1, but not positive.  The maths would say:

WT 1: enemies lvl 30

WT 2: enemies lvl 31

WT 3: enemies lvl 32

WT 4: enemies lvl 33

WT 5: enemies lvl 34
Pfft! MATHS! Who does maths! lol Well I've started a new character for my series so I'll find out soon enough.
