PC Help with getting Unknown Signal (Rouge Agents 6) echo

Hi I've got all the intel except this final echo which has a door behind bars even though I've done all the missions? Every guide I've seen on youtube etc says just complete all the missions and try day and night time but no matter what I try the bars won't disappear. Has anyone got this piece of intel and have any ideas?

What district is this intel in? What number is the echo? I'm assuming if you've been told you get it at the end of the game, it's a one in Chelsa isn't it? You've completed General Assembly mission where you kill Bliss?

There's "Rogue Agent - Safehouse" (not an agent Safehouse) on my map in the north of Stuyvesant.

I was going to say that for me the ... last section of the story ... which activated after I'd completed the GA mission sent me right back to Chelsea near the starting point (to a light industrial unit just outside it near the garages). It was just an open room for me which I went in and the last echos and recordings played through for me. 

This "Rogue Agent - Safehouse" ... I need to investigate. Do you have a landmark nearby @Oh. daesu ? See if I can pinpoint it on my map.

Yeah that's what i first thought of, and what i think @hawkshot means. I think there was a jtf officer that gives you the last mission and access to a building with the last echoes. Without the mission, the door cant be opened.

Though i checked a map and those ones had different names. There was a rogue one in Stuyvesant, so just thought I'd mention that too.

I'm going to have to pay much closer attention to the story as I level an Alt through now ... I know I've missed loads still. It was only last night that I caught two segments of a story via Echos about a man and woman and something about something astounding happening on a roof!! The things you miss or collect and don't listen to/pay attention to!
