Hard Capped :

  • Armor: 65% (4,640 armor);
  • Critical Hit Chance: 60%
  • Pulse Critical Hit Damage: 100%
  • Mobile Cover health: 1.2mil
  • Turret damage: 2.6k
  • Ballistic Shield: 500k
  • Smart Cover damage resistance: 75%
  • Overdose Ally Heal: 100k (secondary confirmation would be appreciated)
Sticky Bomb is "hard capped" at 250k damage, but it can be pushed further with bonuses.

Most Electronics buffed skills will cap out at 45k Electronics, but some, like heals, can go further.

Most skill cool downs (CD) are capped at 15-20 seconds, depending on the skill. Signature skill CDs are capped at 360 seconds (6 mins).

No cap stats:

  • Crit Damage
  • Weapon Damage
  • Health
  • Headshot Damage (a cap HAS been reached through glitching. 450% seems to be the highest attainable that way, but no one has reached that legitly yet, or even come close)
  • Enemy Armor Damage
  • Damage to Elites

Pretty sure HS Dmg caps at 450 something%. There's apparently a brutal stacking bug that causes some weapons to max out. I heard people discussing it last night in the Division Discord. Seemed like credible sources.

Without bugs, can it be reached? I personally wouldn't include it as "capped" if glitches or bugs are necessary to achieve it.

Even with the best 204 M4 with max HS roll on mods and talents, 450% can't be reached legitly to my knowledge. However, it's still been said that it is the cap. Who knows what gear will come out in the coming months where we actually 'can' hit the cap. The 450% needs to be verified as fact still.

Valid points. I'll be keeping my eye on it, but will edit the original post to reflect.

 
Also. I run 4pc Tactician for incursions and DZ sometimes and last night when I was at max skill power (60k or so), I checked my skills and found my overdose ALLY heal was stuck capped at 100,000 exactly. I then waited and watched it slowly tick down from 100k to 99, 98, etc. Seems we have another cap.

 
I used http://calculator.thedivision.rocks to verify.

Overdose max is 100K heals at 53,087 SP

Tactical Pulse max 100% CHD is at 60,196 SP

Smart Cover Recharger max 75% Resist at 55,179 SP

Immunizer max 5K heal/tick at 66,358 SP

My tacticians set/build runs at 22500 (and some minor change) base and 45100 with the 4 piece bonus at 100%...my pulse hits 60%/100% at that lvl. Myself and @ThePassionateGamer went through that bit with that calculator a while back... some things it spits out are off. 

I haven't run my Tacticians build in a while now, I imagine it's possible that it's changed, but I'll test when I get in game later.

 
I was told last night, by some randoms, that burn resistance and stats like that are capped at 30%. I don't know if there is any truth to that, that's just what I was told. Has anyone heard or seen anything different?

I got deadly and brutal to roll on my m1a with 163% hs dmg. when I checked the character screen, with mods, I was at 401%. If I switched some of my mods around (currently I focused on crit chance. I'm open to suggestions if you think that's a bad idea.) for hs dmg I might be able to hit the 450% cap.

pieces exist in game that give 50% burn resist by themselves, so a 30% cap is very wrong. I've personally been over 100% on bleed and shock as well.

IF that headshot damage is legit, it's the highest I've ever seen/heard of. If you already have attachments to try, try to surpass 450%, and upload a screenshot.

If you run solo a lot, and don't run pulse, crit chance is a good idea. If you run group a lot (or use pulse yourself), I'd focus on crit damage instead.

I thought that sounded low, but ive never really focused on those attributes.

Currently my crit chance on my m1a is at 24%. I do run solo a lot, but I also run pulse. Ill see what mods ive got to throw on there with headshot dmg and get you a screen shot of the highest I can get it when I get home from class. A couple of the mods I have maybe crit dmg instead of headshot dmg like I initially thought.

I couldnt get it to 450%. I thought atleast one of the crit dmg mods i had was a headshot dmg mode and i was wrong.

I am going to take your advice and get rid of the crit chance mods. I will add crit dmg and a weapon dmg ext mag to my m1a

If you don't have any crit chance on your M1A it has no native bonus like an SMG for crit chance and you will get no benefit from crit dmg unless you have gear that gives you crit chance or run pulse all the time. 

I run my M1A with a extended mag with weapon dmg.
