PC Bleed ammo capped at 5 in shotgun reserves

So I'm running "Ongoing Directive" with "Badger Tuff", and typically i would have 30 bleed ammo in reserves once i got my parabellum in my shotgun. But ever since the patch I'm having trouble with that build as it only gives me 5 in reserves. All other special ammo were 30, but those i had to pick up. I'm wondering if it's a bug on my side or it was intentional. I've restarted my game several time, reinstalled it and farmed a new set to replace the old one,still gives me 5. I've read the patch notes and there's no mention of a nerf of sorts relating to bleed ammo and shotguns.

Any help would be appreciated.
