Why are we agents, Dark Winter:
What is the Division. Its an answer that is rooted in real life events that date back over 15 years. An operation was created by the Center for Civilian Biodefense Strategies and the Center for Strategic International Studies. Operation Dark Winter was a simulated scenario of a smallpox outbreak in Oklahoma city. To fully simulate that this was a biological attack additional simulations occurred in both Georgia and Pennsylvania. The result of the Operation Dark Winter were very telling.
In addition to the possibility of massive civilian casualties, Dark Winter outlined the possible breakdown in essential institutions, resulting in a loss of confidence in government, followed by civil disorder, and a violation of democratic processes by authorities attempting to restore order.
Shortages of vaccines and other drugs, affected the response available to contain the epidemic, as well as the ability of political leaders to offer reassurance to the American people. This could have led to great public anxiety and flight by people desperate to get vaccinated, and it had a significant effect on the decisions taken by those in Authority unprepared for such an event.
Due to the institutionally limited "surge capacity" of the American healthcare system, hospitals quickly would have been overwhelmed and rendered effectively inoperable by the sudden and continued influx of new cases, made worse by patients with common illnesses who feared they might have smallpox, and people who were otherwise healthy, but concerned about their possible exposure. The challenges of making correct diagnoses and rationing scarce resources, combined with shortages of health care staff, who were themselves worried about becoming infected, imposed a huge burden on the health care system. The simulation also noted that while demand was highest in cities and states that had been directly attacked,by the time victims became symptomatic, they were geographically dispersed, with some having traveled far from the original attack site.
Also the ability to reassure and educate the general public in this potential crisis failed on a surprising level. Strategies differed on the best path to maintain order if such an attack occurred. If Operation Dark Winter had been an actual attack, the US government would not have been prepared..
In order to prepare for such a potential threat a secretive order signed by President Bush himself became a reality. National Security Presidential Directive 51 or Executive Directive 51 for short was quietly posted on the White House website on May, 9th 2007. This is not the first secretive Directive a President of the United States has signed but it was the first to have a small portion of it made available to the public. Portions that were made public refer to a separation of powers of each of the branches of the government, making each of the branches possible of maintaining government without coordinating with the other branches to uphold the framework of the constitution. But what about the parts kept secret?
Annex A, an extra part of the document referred to in the visible portion is actually not visible to the public. A request was made by a Homeland Security Member Peter DeFazio to see the contents of the full directive. He was denied and told it was due to Security concerns. “I just can’t believe they’re going to deny a member of Congress the right of reviewing how they plan to conduct the government of the United States after a significant terrorist attack,” Said Defazio. “I would think that would be relevant to any member of Congress, let alone a member of the Homeland Security Committee.”
Seems odd doesn’t it. Its been theorized that the way that the Directive restructures the individual branches that it could create a Dictatorship. One in which the President of the United States would have absolute and undemocratic rule. There is a portion that states that Congress could end the emergency act, thus nullifying this fear. But what if another directive that were to happen and split up or reduce the power that Congress would hold? Legally a President, in a state of emergency, could hold all the cards.
This is just one possibility, another is the creation of The Strategic Homeland Division. A Boots on the ground organization responsible for trying, on a ground level, to help restore order. To work with Joint Task Force, and to possibly discover the source of the emergency

Already there's a Zika Virus outbreak which is hard for governments to control and its source, is a simple Mosquito. What if someone decided to attack on a Holiday, chose to say infect paper money. Viruses can survive on paper money for 17 days. Thats a good window for opportunity. If you set up an attack on Black Friday, one of the busiest shopping days of the year where the initial source of an attack would be hard to detect. The Opportunity is there.

This group is established to combat the threat brought about by the outbreak and are given direct authority by the President of the United States to do whatever it takes to prevent the fall of society and piece the city back together. The SHD logo represents this. A phoenix representing rebirth and in Latin Extremis Malis Extrema Remedia which translates to End Evil, Last Resort. This is what it means to be an Agent in the Division.
