Where is the menu that contains difficulty options?

Tom Clancy's The Division 1:

I've started a new game, but there does not appear to be a place to choose the difficulty level.

Where is the menu that contains difficulty options?

I've looked at a lot of forum comments about TCTD 1 and I'm very much not alone in hating the balance of the game.
I'm playing solo, BTW.
Currently at Precinct Siege mission.


As so many others have commented, what I am experiencing:

1. Enemies apparently wearing nothing but hooded sweatshirts take an entire clip of machine gun ammo to kill. Head shots appear to do no more damage than any other hit;

2. Enemy weapons appear to be mostly pistols, yet they put huge amounts of damage on me. Three hits and I am dead;

3. If I retreat for cover in order to try to get back some of my health, the game appears to magically spawn a flood of new enemies;

4. There are a handful of police officer AI allies, armed with only pistols. They seem useless, clumsy, inaccurate. It appears I cannot order them to do anything.

5. My movement is not very quick even on 'run by default'. Enemies seem to zoom and dodge around the map at lightning speed. So, what you're telling me is all common street thugs are Olympic gymnasts?

6. If I shoot an enemy a few times, and that enemy takes cover, the game seems to magically know if I keep aiming at the hiding spot;

7. If I hit spacebar to shelter, it appears that I can't reload my gun while sheltering. Why not?

8. There is no point in attempting to use grenades. The clumsy interface and time lag mean I can't get my gun aimed soon enough after I throw, there is some kind of lag;

9. Enemies seem to have unlimited ammo and grenades;

I've read comments suggesting that if a person tries to mod this game, Ubisoft locks them out and they can't play any more.....does that happen, and does it apply to solo?

Update: I just read a statement that the game starts default at the lowest possible difficulty, "Normal"......why not name the lowest difficulty level "Easy"? At any rate, I think it said a player would have to reach a very high level, something I think like 25 before options to INCREASE difficulty would present themselves.

"Normal"? How is it normal for a thug in a sweatshirt to be able to soak up two thirds of a clip from a machine gun? Where did he buy the laser accurate pistol ten times stronger than Dirty Harry?

I play computer games because, in my real life, I have no power, no status, no friends, no car, no money, no job. Social security disability pittance. I have a 60 year long lifetime of frustration, disappointment, failure, resentment. I like murdering people in games, I like WINNING in games, because I can't do those things in real life.

I've played Prey, Fallout, Resident Evil, Call of Duty, Modern Warfare, Battlefield, Aliens Dark Descent, Warhammer......dozens of games / franchises. Never before have I seen the level of enraging "bullet sponge enemies" as appear in this game.

Devs, what, in excruciating explicit detail, made you think that "bullet sponge enemies" would make this an enjoyable game?

"Get better weapons and armor" is NOT an answer when the only way to get those things is if you already have them.

Since I am far from alone in this complaint, please tell me, Ubisoft, where is the mod or patch that fixes this issue?
