When is the DLC cosmetics available?

I have The Division Gold edition with it came with 2 customizable packs, hazmat & National guard even though they have been redeemed and installed I still do not have them available to equip?? I am currently level 3. At what point to I get to use my content?

Once you establish your Base Of Operations, go all the way to the back at your rewards vendor and everything will be there for you.

Ubisoft was having issues with the pre order gear yesterday..i didnt get the stuff either when the game launched. however, when i got into the game last night i got all of the stuff and some extra stuff. so they are addressing the problem, if you dont have them in the location sno pro23 said to look,  just stay patient. it will come
