Tom Clancy's The Division 1 & 2 is based on a book called Collapse: https://en.wikipedia.org/wiki/Collapse:_How_Societies_Choose_to_Fail_or_Succeed . But in my own opinion The Division agents might based on The Jason Bourne movie series and I could be wrong.I'll let you be the judge. As seen here:

I think Ubisoft might have or might not have used these same ideas to make The Divisions agents. Or they might have been created from the C.I.A. Black Ops. Division: https://en.wikipedia.org/wiki/Organizational_structure_of_the_Central_Intelligence_Agency &https://en.wikipedia.org/wiki/Black_operation  or created from a Mk Ultra program  called Project Mk Ultra: https://en.wikipedia.org/wiki/Project_MKUltra . Well it just only a guess.......but I could be right or wrong.

Well my character the I create in both The Division 1 & 2 is based on these movies  & here's lists of movies that my character is base on Escape from New York 1981,Escape from L.A. 1996, Soldier 1998, Jason Bourne movie series 2004 to 2017,Universal Soldier 1992,Sneakers 1992,Three Days of The Condor 1975,& Spy Game 2001 & many more ect.
