Isn't trained deactivated for now? Again you need a hefty stream of NPC's/players to kill to KEEP it active. Let's say you kill a pack of 5 enemies and we let Commanding do 20% more time per HS kill. Then you would have 30 seconds to kill another 5 enemies to refill your sig skill. Killing 10 enemies in 30 seconds is of course managable BUT you talked about a group of 4 doing this. Which would raise the needed NPC's/player count way too much and your whole group would need to have those weapons with both talents on them.

So I still say it may be possible if you totally spec into it to get your sig skill fired way more often then players who do not spec that heavily into it. But I think the situations where you actually manage to get 10 killing shots in 30 seconds are rather seldom. So it won't be that OP.
Trained isn't deactivated, they lowered it to 0.10% sig resource gains per critical hit. While that doesn't sound like much, it's still a decent gain on a crit heavy weapon like an SMG, or on any weapon running with a maxed pulse user.

There's always the 3% resource gains on gear mods and other boosts to take into account as well.
