"Throughout the weekend, get access to the full version of Tom Clancy’s The Division, and explore a mid-crisis New York City to uncover the truth behind the pandemic - alone or with friends.

XBOX will start on May 4, 2017 at 12:01AM PDT, and will end on May 7, 2017 at 11:59PM PDT. 
PS4 will start on May 4, 2017 at 12:01AM PDT, and will end on May 7, 2017 at 11:59PM PDT. 
PC will start on May 4, 2017 at 10AM PDT, and will end on May 7, 2017 at 1PM PDT."

The announcement says "whole game" but that really does not include DLCs (that I would like to try)

BUT - the DLCs are 50% off on Steam - so I will get underground and survival.  Not sure about last stand.

Something else to note, players that have hit the lvl 8 cap on the free test can play using the free to play weekend and advance past the lvl 8 cap.  Also, if players decide to buy the full game, their progress in the free test or free to play will be carried over in to the full (paid) game.

They're trying to add new players or give players a chance to test how it plays on other platforms (for those thinking of going multi-platform).  Even without the DLC, there's lots of content with story, HVT, world bosses, etc.
