Its tough for me to decide on this because I can see the reasoning behind not allowing trade and the convenience behind allowing it. It is cool when you go as a group and because no one gets the same loot you are able to trade or drop it for you teammate. I don't fully understand your perspective but I can see that the items that would be traded should be of the same rarity and/or type. In my opinion if trade will be allowed it should not be limited.

I think one of the major aspects to the gameplay of The Division is grinding for better gear. The ability to trade would decrease the need for that significantly therefore the powers that be probably will never allow it unless it can somehow make them money. Gear grinding is one of the best ways to pad this type of game out. It will keep many players (myself included) playing for a long time.
