PC Specialization issues

Hello,  I completed both of the strongholds and moved up to world tier 1. But when I went to choose a specilization class it would not let me and each three options had red lock on them for some reason. Can anyone help me figure out what the issue is?

There are actually 3 strongholds you need to finish, though if you've moved on to World Tier 1, you would have done them already (think all 3 are required to move on to WT1, though maybe it's that you need to finish all 3 for specializations to open up).  It's also possible there's some mission you need to turn in, possibly to the Campus settlement, that will lead up to picking a specialization.  The mission objectives aren't always 100% clear, so I'd recommend going to the different settlements and the base of operations to make sure you have nothing to turn in.
