My HE/Exotic Build - Am I on the right track?

So I recently have switched from Strikers to an all HE build. It is currently incomplete because I'm still looking for the Barrett's Chestpiece and maybe the Urban MDR, but here's what I got:

8323 Firearms (459k dps) 3884 Stamina (299k toughness) 2828 Electronics (112k SP)

Primary: Lightweight M4 (98.7 percentile base dmg), 20% EAD, Destructive, Responsive, Competent (free)

Secondary: AUG A3 Para XS (95 percentile), 22.5% CHC, Destructive, Brutal, Vicious (Free)

Reckless Vest: 1263 FA, HoK, Health, Ammo Capacity

Refreshed mask: 1266 Stamina, CHC, Damage to Elites

Accomplished Kneepads: 1271 FA, Health, B/D resist, Damage to elites, shock resist

Specialized Backpack: 1266 FA, Health, Ammo Capacity

Skulls MC Gloves: 1227 FA, 15% CHD, 1314 AR Damage, 6% CHC

Sturdy Holster: 1272 FA, 1263 Stam, 1268 Electronics, CHC

Mods: 4 Firearms w/ health, 1 firearms with SP, 3 performance 6% first-aid self heal, 1 performance pulse CHD

Weapon Mods: CHD/CHC/HSD on Muzzle and Sights, CHD/OR/RS on grip, Mag Size/CHC/ROF on mag

Skills: Pulse, First Aid, Recovery Link

Talents: Critical Save, Strike Back, Steady Hands, On the Move

Other Stats:

CHC: 25.5% CHD: +67% HSD: +87% Damage to Elites: +25% HoK: 4% EAD: 35% Armor: 31.67% Mitigation

I know my EAD is a little low, and I'm afraid that my toughness is too low for Legendary missions. I also feel like I'm not melting enemies as much as I want to. Am I missing something or am I in good shape?

I've done a little work with a HE build, but I've yet to try it in a legendary.  I will say that with just over 32% damage mitigation from armor and 422k toughness I felt squishy in legendary (Napalm).   The only people that I've really seen with viable HE builds are min/maxers that have a lot of time to play and have "God rolls" on their gear. 

That being said, your main stats on your gear are all good (above 1250), your armor mitigation is good (I try to hit 33-35%), my only suggestion would be possibly to move some firearms to stamina to increase your toughness.  DPS is a broken stat, so is toughness (kinda), but more HP means you can take more damage.
