My Guns can't drop no one in PVP!!!!! Please help!!

My 204 Vector has about a 12.4k damage count.   Versus NPCs it does the typical damage , no problems there.  However, versus rogues, it's a water gun.  Somehow the damage numbers are hitting on average about 1k, maybe 3k on a critical hit.  So yeah, I can't drop a fly.   I just noticed this over the last week or so.    

I first noticed this with the Hungry Hog when it was putting out about 600 versus a rogue.   I thought it was the gun, now my vector is barely getting a 1k.   It only happens against rogues.   I don't know what to think at this point.   I sort of thought It was a bug in my gear, but then I was fighting a Rouge on a man hunt and he posted-up camp outside the safe house as if he knew he couldn't die.   

I would greatly appreciate any advice or input.   I'm knew here and I'm not very good in the game.   Im average so I appreciate any advice.  Thank you.  

 
What are your character stats?? 

Have to bear in mind some rogues have very very tanky builds ( very high toughness ) 

In that respect you will struggle like others, I guess it's fair to say people who go rogue a lot have a "rogue build" dedicated to decimating other players 

i hate being gunned down by rogues but I'm slowly learning that some players are just to strong and it's best to avoid them

 
Vector DPS about 190K, firearms 3700(in some change) dark zone lvl 83.   When I shoot NPCs, or practicing at the range I get damage output numbers ranging from about 15k to 90k with crit hits/pulse.   But lately when vs said rogue in pvp, the numbers drastically drops to about 1032, give or take.    And when I used the Hungry hog some numbers registered at 632 give or take.  I can't think of any talents, or even someone's else abilities that will change my stats on "my" gun like that.  Even if their toughness is sky high, shouldn't my bullets register what "my" gun stats are geared for?   Or, does someone's toughness change what someone else DPS is rated at?

For example, when the game shows the damage numbers as u shoot, it's that individually based on your targets?   

Scenario A:  Marks toughness is 500k so my vector hits him at 7030.   

Scenario B.  Bens toughness is 200k, so my vector damage numbers are 15000 on average.  

Is this how the game reads out damage numbers? 

I was under the belief that if my vector is 12.4k then my numbers would be at least that with no crits, pulses, etc., regardless of an individual's toughness.  

 
@Maximus There's many things that go into toughness, not just health and armor.  When you look at your character (Inventory > Character > scroll down to "Survivability") there's all of the following  components of toughness:

Max Health: The total maximum health of your character 
Armor: Mitigates a % of weapon damage 
Health Regeneration: How much health you get back per second when your regeneration is active 
Protection from Elites: Addtional mitigation vs damage from Elite and Named enemies 
All Damage Resilience: Additional damage mitigation against all damage except environmental 
Exotic Damage Resilience: How much exotic damage is mitigated 
Bleed Resistance: How high a resistance to Blindness/Deafness you have 
Burn Resistance: How high a resistance to Burning you have 
Disorient Resistance: How high a resistance to Disorientation you have 
Disrupt Resistance: How high a resistance to Disruption you have 
Shock Resistance: How high a resistance to Shocks you have 

While your weapon might have a base damage of 12+k/round, if your opponent has higher numbers in some or all of these categories (specifically "Armor" and "All Damage Resilience") you could see a drastic drop in the damage they receive.  

I'm not positive, but it sounds like the damage you see register is probably what is left over after all of their mitigation and resilience.  Because the shooting range dummies have no armor and/or protection, you just see pure damage numbers when you test there or the potential your weapon can do. 

Another thing to look at us what type of damage your weapon is doing.  Look at the color of the damage numbers on your target, they correspond to the following:

White: normal damage
Red: headshot damage
Yellow: critical damage
Blue: armor damage

If your gun is geared towards headshots and you're registering body hits or if you're geared towards critical hits and you're not criting, your damage would be reduced and this could be combined with some of the Survivability factors.  

I don't claim to have all of the answers and the above may not explain what's happening, but this would be my educated guess based on what I've read, seen, and experienced with my character.  Hope it helps. 

 
Based on your theory, then that would mean someone's "survivability" is far better than the survivor link skill, by reducing incoming damage by well over 100%.  If I shoot a target, and hit 16k and upwards 90k, then hit a rogue and I'm registering 1,032, I think something is 0bviously wrong here.  

I also don't believe the damage count numbers that you see when you are shooting a target has anything to do with that target's own self defense/armor.   If that's the case, when u check inventory then there is no reason whatsoever for the game to even show DPS or the damage range of a particular gun.  

 
@Maximus As I said, I could very well be wrong.  However, I do believe that the stats in Survivability play a big role in what damage a character takes or Massive wouldn't show them too us.  

I also am pretty sure that the DPS and damage numbers we see are the best that weapon can produce, when all rounds hit and against an unarmored target (i.e. the shooting range targets).  

I liken the DPS and damage numbers for a gun to things like the sticker MPG of a car or the 0-60 time, these numbers are derived under ideal conditions and not always a true representation.  Yeah, we can tell a car gets great mileage or is fast off the line, or in the case of a gun that it slings lead well, but we may not always see that.
