How can I counter Rogue Agents in the DZ?

So I play in the Dark Zone very often. My build is at 129,000 DPS- 217,000 ARM- 13,000 SKILL. My gear score is at 181 and I'm level 46 in the DZ. I tend to move around in the DZ01-DZ03 areas. I usually try to stay away from rogues but if they're near me or coming to me in general I do try to kill them but I can put a clip of a SMG or 3-4 rounds of my shotty into them and a single health bar is barely taken down. I just don't get it. Does anyone have tips or any ways I can counter rogues from killing me constantly or being bullet sponges?

If you're a solo player, you need to run from rogues in DZ01-02.  If you're a solid player, try running DZ05-06 and take it slow.  Rogues are less likely to play there, because easier targets are in lower DZ and they'd have to deal with the NPCs and do real work.  

The other option is to get a group to run with.  Matchmaking will probably be frustrating, so try getting on one of the Division Discord servers (for this site, DZR or RAR) and find some people to run with.  

Finally, stay your ass out the DZ.  I have no patience for rogues so I don't go in the DZ anymore.  With the changes coming with 1.4, all the loot you can get in DZ will be available from PvE, so the only reason to go in there will be trolled or to troll.
