A lot of it just depends on what type of player you are trying to be/become. Since the new 1.2 update, IMO, the high DPS builds don't do nearly as well as something that is a bit more focused on Toughness. If you can combine high Toughness with 75% armor and high exotic dmg resistance you will be quite tanky while still being able to dish out some damage.
In my current build below 2pc tac for the 4,000 skill power, 2pc sentry for headshot dmg, and 2pc final measure for exotic dmg resistance plus: 75% mitigation - 68% exotic dmg resistance - an additional 13%-18% resistance to burn, distort, and disrupt. All while having a decent amount of DPS with my SMG for PVP and skill power above 20k. I am really pleased with how this currently performs in PVP and PVE.

I do venture out to do the HVT and Incursions when the weekly rewards are reset but yes otherwise I have a solid steel door and windows that have metal shutters on the outside for protection. lol!
