Some of these field data, if applied, are achievable.  But the phone records are numerous and in off course locations.

has anyone hit the phone records completion?

Yes.  I've managed to get all of the above-ground collectibles, but a buddy of mine has had issues with a handful of phone recordings and Echos not appearing where they should.  He's had some luck getting a few of the glitched ones by playing on someone else's map who hasn't yet collected those particular pieces, but there are still 4 or 5 that he is missing.

Well, that's impressive. There's quite a few and by end game i only just had half. And yeah some of those echoes are glitched. I've got the Underground ones, though that's easy as you will encounter then all as you play.

I have about 10 to go in the UG, so that tells you how many missions (phases, actually) I've done. :14_relaxed:   I should be grabbing the last few this weekend.
