I was listening to the podcast and discussion about the weapons. I think Massive had an idea for the color of the weapon and had to change their method mid-stream. I think at this point the way it should go is each weapon has a base damage. The gear score becomes a magnifier of that base damage. As the gear score goes up, so does the damage on that weapon. The color solely reflects the bonuses. ie green = no bonuses, blue = 1, purple = 2, gold = 3, and teal = ?. In this theory, a purple M1A and gold M1A with the same gear score can do the same damage minus the bonus'. With the right roll on a purple could possibly be a better weapon than the HE. This would bring blue, and purple weapons, back into game play, and the properly rolled HE drop could bring that excitement back to the game.

Now maybe this is the way it is currently designed but I'm no seeing it because everything is 163.

I would love see more gear with more flexibility with firearms/stamina, stamina/electronics, or firearms/electronics etc.

As it currently stands, green weapons (38gs) get zero talents, blues (89gs) get one talent, purples (131gs) get two, and gold/yellow (163/182/204gs) gets three. The Gear score determines the upper and lower limits of the RNG possible on the stats, which for weapons DOES mean damage. Whether or not a purple is better than an yellow comes down to which one got the better RNG roll...until you get up to or past so many tiers of difference. A purple (131gs) MIGHT beat a 163gs yellow, might tie a 182, and will always lose to a 204...but only in base damage. When you factor in talents, that scale shifts a fair bit.

I found this somewhere and have is paste ready cause it really break it down. What I don't get is why there isn't a GS 170~ (old lvl 32) superior level. There is the GS 147 superior level missing from this list as well that does currently exist.

Firearms/Stamina/Electronics: 240-294

Gear Score 89(Specialized):
Firearms/Stamina/Electronics: 300-367

Gear Score 131 (Superior):
Firearms/Stamina/Electronics: 360-441

Gear Score 163 (T1 HE):
Firearms/Stamina/Electronics: 420-514

Gear Score 182 (T2 HE):
Firearms/Stamina/Electronics: 470-575

Gear Score 191 (T1 Gear Set):
Firearms/Stamina/Electronics: 441-540

Gear Score 204 (T3 HE):
Firearms/Stamina/Electronics: 526-645

Gear Score 214 (T2 Gear Set):
Firearms/Stamina/Electronics: 494-604

Gear Score 240 (T3 Gear Set):
Firearms/Stamina/Electronics: 553-678

As you can see a well rolled HE GS 204 can be better that a 214 or even a 240 gear set piece even before talents come into play (like savage)

If anyone knows the stat range on GS 147 and 165 (superiors) let me know. Not sure they even still drop, as I haven't been able to find any. Same for any other GS missing from the linked post. (message me or just throw a post in the Gear Scores and Main Stats post, or here)

Take the base item to the recalibration station and select it's main stat (but don't re-roll it) to see it's possible range.

I still see 147s every once in a while but I don't think I have ever seen a lvl 32 superior or GS 165 superior. 

Ill check to see if I have any 147s layin around

looks like 451-553 is the range for GS165 superior armor
