this type of PvP has been advertised since the beginning...even at E3 a year ago, it showed a video of this squad of 3 taking out a 2 member squad, after they took the two man squad out, one of their own team mates left the team, and took out his other two team mates..its been advertised that you do not trust anyone in the dark zone. so, dont go into the DZ alone, take a team of 4 trusted people with you. thats the best advise i can give you because they arent going to change the dynamic at all..no dedicated PvP area, they already had huge penalties for going rogue and they reduced it because no one was going rogue. you just have to adapt and over come.
I did not see anything about the game before I started playing the game. I just know that dz is not very fun. It is unfortunate that there is no avenue for solo players to farm in the dz. Half of the 31 blueprints require division tech.  I'm sure my friends will play again when raids or incursions come out, but most of my friends don't have time to farm in dz just to watch my back. The whole thing is ridiculous to me. Most people I know don't like it. Forums are full of people that don't like it. I was brought up to protect the weak and not steal...different generation I guess.  And don't get me started on how easy it is go rogue accidentally.

 this game certainly wont appeal to every gamer..like every game that has ever been made.  If you dont like this game, there is nothing wrong with that, you are entitled to your opinion. but  I can point  you to more forums/podcast/youtube/twitch  full of people that do like this game, this site included. the people that like this game far out number the people who don't like it. ....you can just look at the list of the most popular games for both the PS4 and Xbox one and see this game is near the top of the list, if not the top game on those lists as proof of that.

If you didn't see anything about this game before you started playing it, well, that isn't the games fault. you should have done your research before you bought a game you knew nothing about. Not trying to be rude, just being honest

as for solo play. 2/3 of this game you can easily solo, and you can do the other 1/3 of the game solo if you get your gear up so you can protect yourself in the DZ. after all, plenty of people do the entire game solo.  If you are unable to do that. then you don't have to wait for your friends to play again to be able to team up with people. you can go to any number of sites and meet new people to team up with, this site included. When i started playing this game, none of my friends were going to play this game on PC. so i came to this site. met some very good people and we team up all the time to play this game, hell,one of them even made me a moderator on this site :)  so getting a team together of people you can trust, only takes effort on your part.

But, im not trying to change your mind, if you don't like the game, that's fine. that's your right. sorry to see you leave

And finding trusted people to play with doesn't seem all that easy. I've helped people clear areas, cover an extraction......then teaming up and most of the time I get shot in the back. I've tried finding people online to meet in game through the forums or on Twitter with no luck. Like I've said before I don't have a lot of friends. So real life friends are out of the question. 
did you try the "looking for group" on this site? did you try joining a clan? joining a clan usually is a safe bet. clans members dont stab other clan member in the back, it wouldn't look good to the other clan members. just a suggestion

 
I posted in one. Then I am in the process of joining an over 30's clan forum. Tried the100.io last night and had a 2 man team going. The other two that committed to joining never responded. 

Sounds like I have one solid team member to take on the DZ with. Still looking for more. 

 
I'm tempted to go into the DZ .... just to go into the DZ .... alone at level 16 .... I'm mad to want to do it but the forbidden and haunting darkness of it just calls to this foolish Agent. Not like I plan on doing much...just sight seeing LOL

thats a start...the more you get involved with whichever clan you join, the more people you will have to team up with. this game is a ton of fun with the right team mates.

I'm a bit picky. I like a nice mix of communication, maturity and fun. It seems most people you get matched  up with haven't grown up yet. There's a reason I stepped away from the COD crowd.

i understand that. im 49 so i want people i team up with to be mature, but also like to have a good time gaming. Those type of players are all over the place, just takes time to find them.

That's often the problem with a big title like this unfortunately ... you get that on any platform console and PC  ... I try to limit my exposure being of a *cough*mature age myself. 

 
I played Arma 3 quite a bit for awhile. The crowd on there seemed pretty good. Had a pretty good crew. Unfortunately that crew is 100% PC and I switched to PS4 mostly. A good friend of mine who I met through Arma 3 plays The Division.....on PC. 

I was just overly frustrated the other day when I was complaining. Just one of those nights. I yelled "F%@#$ this game" a few times and swore I'd never play again. That didn't last long lol.

What gets me is the fact that I can be hunted down alone, with no loot on me and a group of 4 rogues who level between 75 and 90 can take me out over and over again and I lose my xp. It's bad enough to lose xp at all but being only level 36 and having others who more than double my level hunt me for no other reason than they can easily take me out and we suffer the loss of that hard earned level. I have lost full levels in no time when I'm hunted like that. I don't mind losing loot and being killed but why can't it be no loss of xp when killed by high level players. It was extremely frustrating when I would respawn and have the same 4 €€$hole waiting for me at the turn of a corner. Even spawning in other locations did me no good. They found me numerous times and once again with no loot for them to score. I've heard this complaint so many times. We should at least keep the xp we've earned.  I have other friends on here that group up am there is one who played in the DZ for 2 weeks and dropped from level 31 to 29 at the end of that time. Total frustration

In the immortal words of The Gambler:

"You've got to know when to hold em....know when to fold em... know when to walk away...and know when to run. You never call an extraction...whens there's rogues around the LZ... and you should never be too proud.... to log out and change phase."

 
Quick tip i found if you go in and its hard due to rogues go matchmake you will most likely join there server when you reenter those guys wont be there.also has the chance of boss zones being respawned

I don't mind running into people over and over. It's just the penalty of losing the xp that we earn when others gang up on lower level players. Level 90 players hitting level 30 players Is a bit harsh but it happens a lot. The amount of xp lost for being taken out by players who double your level is a bit extreme. Keeps people out of the Dz. Kinda tough to level up. I don't care about losing the loot but I do mind losing xp. 90 % of the time when hunted and killed by rogues I don't even have loot to take.

Higher level players killing you takes less XP/currency from you than being killed by players at or below your level. If you find that harsh, you should REALLY swap phases (log out and back in) when you see a pattern of being killed beginning.

That being said, DZ level is irrelevant. A player with a DZ rank or 99 can be weaker than a player with a rank of 20...all that matters is the gear/weapons they use and how their stats are set up. There's zero reason to have to enter the dark zone at all if not for PvP. Everything you need can be attained in PvE runs/zones, and is often faster.
