D2 crashes my PC every time I load it (PC)

Have checked other threads but no use so far. D2 was fine until the last week when it now crashes my PC (reboots it) every time I load the game. It gets to the COG screen (where it starts to count up to 100%) before the character screen and crashes every time between 1% & 5%. It used to crash once a day which I lived with (did this on my old PC too) but now I can't even get into the the game. Nothing has changed, no updates software or hardware have been done with it.

Here are the things I've tried (all have failed and all have the same result with the crash happening at the same point)
* I've rebuilt my pc from scratch in Windows 10 Pro 64bit
* I've rebuilt my pc from scratch in Windows 11 64bit
* I've disconnected all the fans (except the ones linked to the watercooling)
* I've installed crash monitoring software but no dumps are provided by the OS
* Eventviewer has nothing
* Can't remove the RTX3070 yet as the CPU doesn't support the onboard graphics so a basic video card arrives tomorrow in case it's the RTX3070
* PSU was swapped out when the new PC was built last September
* Temperature monitoring has been great at 60-80degrees so not a heat issue
* I use multiple monitors so have disconnected the larger ones and and se presently the 21" screen
* Changed all the Ubisoft settings about overalys (as recommended by the well known your tube video).
* Reinstalled the game 3 times to different drives (SSDs) and different folders.
* Swapped the RAM sticks over into the others slots
* Disconnected all extra cabling for USB and front panel connections as well as the sound & light ports on the front of the case.

Only the CPU, Watercooler, RAM, MB and RTX card are presently in the PC with a new base Windows 11 build. No graphics drivers etc.. just Windows 11 and still no joy. Tearing my hair out here :(

I'm sure there's more I've done over the last couple of days but for now that's what I can remember.

My hardware setup. MSI PRO Z790-P WIFI, RTX 3070, 7 13700KF, Watercooler for CPU and 2 x 16GB DDR5.
My previous hardware setup was about 3 years old and that had the same intermittent issue with crashing. The only thing that's the same as the present hardware setup is the RTX3070.
