How do you make a clan? Does anyone know how to make one here? I know it doesn't show on the game, still I'd like to know how to make one

@FearlessFlames - two things 1.) the Division doesn't currently have clan support for the game.  There's no option to set up a clan or guild and you can't attach tags to your character, although there are many people asking for this.  

2.) this is a fan site, not an official site.  Therefore, while you're ideas and division are welcomed, we don't have any direct influence on the game.  If you would like Ubi and Massive to see your suggestions, you would want to post on the official Ubi forums for the game: http://forums.ubi.com/forumdisplay.php/498-The-Division

 
Mainly you’d be initially starting a “Generic” gaming clan with a focus on The Division/Tom Clancy games.

You will mostly need:

1)      A Website with a forum – to receive and process member applications and have a private space for members to talk etc

2)      A TeamSpeak server – or other similar Vox chat mechanism (you can piggy back on others TeamSpeak or Discords with permission though) independent from any in-game Vox. This is most useful so that players can gather in a live environment to team up and game together. Relying on something like Steam or in-game matchmaker is a pretty poor option.

3)      A Vision as to what you want, where you want it to be in a years time.

Be warned…starting a clan crosses the line generally from just playing games with mates to almost “work” and its certainly almost a full time job.

If you have plenty of time, dedication, patience and you’re a people person go for it! I would caution against it if you find you change focus often (like I do) or you have social anxiety issues or don’t have some close friends to help.

It is easy in this game to build a group of friends you can play with on a regular basis thanks to the great match maker and if that’s what you want then perhaps focus on that. If you want to start a full Clan however I will say it’s a BIG job with long hours and should be considered with lots of thought.

I'd like to give my input here a bit if everyone doesn't mind. I'm a ex co founder of a gaming clan called the Covert Infantry Clan of 2013, or Ci13 for short. I still am there as a honorary, and continue most of my duties I had before, only I'm not listed as a actual clan member. I work behind the scenes now if you will. I was asked to help found it by two friends of mine. I've done networking engineering, and also server and game administration there for over 3 years now.

Quinch has made good points here. It becomes a full time job. And that only becomes more and more true depending what rank you are. Young members with a year or a little over a years experience got it easy. For those who have a few or many years under their belts, things get heavy. Starting your own clan is a huge thing. And most never really get off the ground.  The Ci13 for instance only has about 10 members now. All clans will have a golden age. But it has to end somewhere. 

Again, using the Ci13 as a example, their main focus is First Person Shooters although some of us also play The Division as well as other games, and to be a small tight knit group. We all know who each other are, and we play on almost a daily basis with each other. Trust me. Small, tight knit clans are amazing for when you're in a pickle in life. We've all done our best to help each other when someone has a emergency to respond to, and even try helping each other mentally. Small groups feel more like family since everyone is familiar with each other.

You may also need a rank system. Not required, but most clans have them. Give higher ranking administrative positions only to those who are the most loyal, intelligent, and trustworthy. Otherwise you will regret it. Give your members more power over time, you promote them too fast, they start using abusing their power.

Seeing as you're looking looking at a The Division, or Tom Clancy series based clan, I don't need to explain running servers, and the technicians needed to run them. Website/Forum wise, either buy a template to start on, hire a designer, or make it in house. In the Ci13, we incorporate templates, and our in house skills to make ours. Oh, see I thought he was referring to make a clan in the game like tags and stuff, not like full on make a clan.  

Then what @quinch1199 and @HawKShoT said. 
It was unclear and you answered that perfectly anyway so thought we'd add our own response regarding clans in general. lol!

I realise we've made it sound a pretty thankless task but its not all bad. For someone with the time and the drive in gaming it can be a very rewarding task ... not to mention the head-rush of having the POWER!!!
