Can't get Echo in Chelsea - 10th Ave

Hello All,

I believe there are more people around that can't seem to figure out how to get this specific Echo, i thought i'd make a topic on it to ask for Help.
Perhaps we can figure this one out together, or maybe its just Bugged and we have to wait for a Fix.

It is the Echo that is in Chelsea, it is between 23rd and 24th street on 10th Avenue, it looks like it is inside a building or on top of the roof, except i have not found a way inside yet. i tried looking on the street and in the alley behind it maybe the icon was just off place, but also no luck. Perhaps its underground but i have not found a way in the sewers that leads there.

I am having the same issue, i tried for around an hour to figure out how to get to it with no luck. have had to leave it alone for now and get on with other things

same problem here spent over an hour on it. no way up (that I know of) or under. not in the alley or street. no Locked doors to pick.

Yup same problem here and also to mention some other echos are unreachable for some reasons like in Gramercy and some laggy echos where you pick em up but don't disappear off the map? Really weird any help would be appreciated.

OK Spoiler this Echo is unlockable only with the last mission of the main quest.  lol i actualy finish the game with all intel trust me

I've had the same issue with the one in Chelsea but it's all been made clear to me now. When you beat the game and enter the endgame phase, one last side mission comes up called Unknown Signal. That's where you get the last ECHO in Chelsea. And it is a doozy....

So I have the "Unknown Signal" on my map. I go to the spot and the shutters are still closed to the apartment.  Anyone else having this problem?

So I logged out and waited a couple hours... and logged in and now I can enter the door.  Weird...
