Can I run this game?

Like the title says. I really want to play the division, but don't want to buy it if I can't run it. Here's my specs

Short answer - yes. Likely you'll get default medium settings just fine at a reasonable FPS.

However, you'll have to upgrade Windows to Service Pack 2 at least as I understand there will be some stability issues (and I'm surprised you've gone this long on SP.1!).

Oh, I didn't even know that existed. Does it effect performance/what's it cache change?

its not officially called service pack 2 to be honest, its mainly server, web and internet updates which will be important for an online game. I might be overstating its importance so just ensure Win7 is officially updated fully. 

As to settings, default medium should be fine for your system but you might want to turn down effects like snow for improved performance.
