They're not meant to be "mow downable" 
Loot drops are better than Crafted (generally) so if you're struggling getting the best gear from drops look to craft SOME items but always (pre DZ) try to survive on loot drops, if you're not getting enough run story missions on Hard in a group and make sure you're covering all encounters and side missions.

don't craft at all before your gear score says 182 or higher...save those mats. Any blue or purple drop at your level will be sufficient.
