Balanced Talent

Hey has anyone had a chance to test out the Balanced talent to see if they fixed it?  I know that was supposed to be one of the fixes and was wondering if they did fix it.

 
Fixed. It still gives you a fairly tight reticle when first shouldering the weapon but now you can't fire it like an automatic marksman rifle without having it widen. 

 
I think besides fixing this, they also modified the marksman target in general. It seems to narrow much slower than it did before.
