I've heard about this game awhile ago and haven't played the beta so bare with me on what I'm gonna ask 

I know there's abilities and stuff in the game 

Like there's Med(Healer) Tech(Damage Giver) and Security(Damage Taker)

Sorry if I got the names wrong but my question is can you and mixed abilities for your character like a bit from tech and med or be a Jack Of All Tardes and be a bit of all 

I know you can switch roles whenever but can you mix or is that a no go ??

I wanna heal myself (and others maybe) still while I set up a mini torrent to take out my enemies

You can. Bear in mind you can only have 3 active abilities, two regular and one signature. But you can mix and match as you please.

What do you mean 3 abilities,2 regular and a Singnature

You have the abilities like the sticky grenade, riot shield, pulse and the healing grenade (forgot what it's called) available during beta. When you upgrade each wing you get other abilities from the corresponding tree. In the beta, once you completed the Madison Square Garden mission to save the doctor it opened up the second ability in the Medical Wing, the healing grenade. You could've gone even further and completed the Medical Encounters around the map (the green triangles) and upgrade the Medical Wing a second time to be able to mod your Pulse. These abilities are the player triggered skills you use in combat. You can equip two of those regular skills provided you've unlocked them by upgrading the corresponding wing. The signature skill is another player triggered ability which will be the bottom one on your ability page of each skill tree.

2 regular abilities + 1 signature ability = 3 player triggered abilities you can use actively if they're not on cooldown.

You can change these skills on the fly and as many times you want. You don't have to pay a respec cost or some sort of penalty for doing so.

Talents are passive abilities triggered by player actions. For example the Combat Medic talent. When you use your medkit near friendlies you'll also heal group members withing 20m by 40%. You can equip 4 of those (I believe there are 24 talents total) and you can also change these on the fly.

Perks are also passive, the first one in your medical tree for example will give you an additional medkit. I can also imagine having a perk which gives you +1 grenade or something similar. There are 40 of those not sure how many you can equip though.

A long story short: abilities are player triggered, you can have 3 of those. 2 regular and 1 signature. Talents are passives triggered by specific player actions and Perks are also passives but these are more in the background.
