O k quote me if I am wrong but didn't they make weapon skins similar to like clothes they didn't count as a inventory item's?

No, i think it is one of those perpetual things on their To Do List. They have indicated they would, but no confirmation as to when.

I will be happy when they do I know prior to 1.3 I had a ton a skins I had to transfer to a third alts I was running out of room
