I've heard from multiple sources that the following:

* BLIND rifle will be delayed, might be available in 1.4
* the Reclaimer set won't be released (period?), sounds like Massive thinks it's too OP
* The nerfs will be retroactive to all weapons players currently have 
* The buffs will only be available on new weapons
* Strikers and Sentry sets will now require 5 pieces to get their final bonus, which is basically the 4 piece bonus they currently get
* Still no ETA on the release date for PS4

I like the recalibrate weapon talents, but I wish it was retroactive because I have some weapons I like that could use one talent swapped.  That being said, it's sucks that we'll have to collect a fourth currency to be used in talent recalibration.  Being able to trade Div Tech for mats will be nice too.

Strikers and sentry gear still have the 4 piece talent the same as always, you will now need to equip 5 pieces to get the full headshot damage and damage to elites bonuses from sentry and 5 pieces for enemy Armor damage and crit damage for striker. Trading div tech for mats is a very welcome addition. There is a lot going on with this update. It appears that unfortunately, 4 new gear sets and the BLIND battle rifle won't be available till underground drops for ps4 (August 2nd)

The only new gear set available on ps4 will be Alpha Bridge. We will have to wait for the others. Still 9 new weapons to come in though.

edit: It also appears that the new incursion; Dragon's Nest, will only be available on ps4 from August 2nd with the Underground DLC

The community in the official ubisoft forums has been talking about Reclaimer being the next crazy set.

Not sure about BLIND rifle.

 
Interesting to over hear thoughts on this from RAR podcast. They confirm the above about the delays/ommissions for the BLIND rifle and Reclaimer set. 

They pointed out a HUGE issue... take Reclaimer for example. The gear set would be a huge positive boon to PvE Incursions, especially the newer, harder ones and if you run missions in the new ultra settings. 

However, there is absolutely no way that such a thing is possible to balance for a PvP environment such as the Dark Zone. Thus in having this really ground breaking idea of a PvP arena Massive have made a substantial rod for their own back. There is no way, in this example, that they can have the Reclaimer set be of any use in PvE yet balance it to be fair in PvP. 

Its just not possible, the two are diametrically opposed. 

Trouble is, and the worrying fact is, that Massive/Ubisoft are digging themselves deeper into a hole already rapidly filling up with bad feelings. Another patch where significant parts that have been used in advertising and demos are to be excluded, delayed or simply deleted. This isn't an issue with the game but poor management, management of both people, workloads and information. 

What they perhaps need to do is completely rework how the Dark Zone is treated. Give the DZ a "Geller Field" effect (Red Dwarf reference) which artificially evens out or levels stats so that the only edge players have is working as teams or just innate skill. 

However, outside the DZ and its Geller Field the gear you have boosts you as before. Its a horribly heavy handed way of doing it but I can't see any way forward to save that side of the game. The PvE is still hugely enjoyable, co-op gameplay will keep me coming back but the PvP side is so polarising and for an RPG game to be structured so that only ONE build is possible...(tanktician)... that's just stupid!

This is about the only thing I don't like that they are doing. Not only do you need 5 for all the bonuses, but those bonuses are also nerfed.  Its also strange that you cant recalibrate old guns, but that's pretty minor imo.

 
In my opinion this game just keeps getting better and better. So much free content. Thanks ubi
Oh I love the game and PvE gets better and better with more and more content. I just feel they need a really radical revamp of PvP as its now effecting PvE content with regards gear sets not being released, nerfs to skills and talents etc. None of these nerfs etc are needed because of PvE ... they're purely an attempt to balance the unbalancable PvP.

Yeah the reduced bonuses suck! I think it's a drastic move from Ubi to nerf these sets because they were the most popular. 

Recalibrating old weapons would be a challenge to the Dev team I think as they have been through the RNG process already and spat out, would imagine it's hard to adjust the stats of older weapons. Just need to grind again now but that would always be the case as there there will be higher GS items and sets available

 
Tbh, I didn't think they were all that popular. Maybe for PVE but I don't see it with PVP.  I see more Tanktician builds that run final measure 2 piece then anyting now.  Imo, we will see a lot more of this meta in the future (speaking PVP only).

I'm not sure that's completely true.  I would think that a weapon has a template in the game that has the base stats (excluding DMG) and slots for 0-3 talents (based on quality of the weapon).  

When the weapon is "rolled", the DMG would run through RNG and the number would be put in the variable for DMG for the gun.  As for the talents, those are probably stored in a DB and when the weapon is "rolled", 0-3 talents are chosen and the variables then would just point to those talents in the DB.  

The individual weapon would probably also store the RNG aspect of the talent's buff.  If you had each weapon store all of the repetitive code (talents, damage, etc.) on each weapon instead of using templates, it would probably become a prohibitively large file rather quickly.  

If they use a system like I suggested above, then recalibrating talents would just be a matter of removing the pointer to a selected talent, running the RNG, and then pointing to the newly rolled talent.  I could be oversimplifing it (or Massive could have made things more complicated), but I don't see this as being overly difficult to add to pre-1.3 weapons.

To be honest I don't really have a clue how things are done to actually create all the weapons and games haha so your word is worth a 1000 of mine on the matter

Patch 1.3 delayed for ps4 buddy. No official release date, working for ASAP. Possibly next Tuesday or before I would guess!

@MurphDog6 I'm not 100% on this, just my best guess from what I remember from when I used to code many years ago.  It doesn't seem to me like making it retroactive would be that difficult, especially since they're making the nerfs retroactive, but I don't get paid to code and make games so I could be way off. 

 
Yeah, I'm hoping for 7/5.  I'm on vacation next week so I can actually play some during the week, as opposed to just my usually 8-10 hrs Fri/Sat night.
