I got a marksman rifle Level 38, 155.8 k, but can't use it, any idea? I thought we only have 30 levels

The cap is now 40. The cap rise comes with the release of the DLC - Warlords of New York

That's true if you don't buy the Warlords of New York DLC and you're at 30 you won't be able to use anything above that level.

For non-wony, loot should only drop at lv30 max. Though GS can be up to 515.

Though, not sure if team mates can share their 31+ drops

All I know is when I first played back in March 2019. When I teamed up with other teammates that were a higher level than I and when they shared the loot I couldn't use the weapons or gear they gave me until I level up first. This also applies with the Warlords of New York if your still at a level  30 and your teammate is a level or two higher than you and they share loot with you. You still can't use it until you level up first. Unless you don't have the Warlords of New York DLC. Then you have to wait until you get it first. Then you can use the weapons or gear after you level up.
