It's the same in PvE. I was trying a hardmode mission with a friend yesterday. He was lvl 16 I was lvl 13. It all scaled to lvl 16. It was bloody hard, but we cleared it

anyway, it makes sense they scale it to the highest lvl. Else you could just breeze through

Is the experience reward worth for the lowest lvl member of the party? I hope that killing some lvl 16 guy is more experience and loot rewarding than killing lvl 13 ones (?)

Update for the sake of knowledge.
I recently watched a streamer trying to party up with some friends to go into the dark zone: the streamer was lvl 15, one friend was level 16, they found a random guy in the dark zone who was lvl 19 and everything worked fine; then another one tryed to join them, he was level 12 and when they went to the dark zone the lvl 12 guy joined another instance and was not visible on the map, even if he was in the party with them... So as Blazzen suggested there are different instances for different levels into the dark zone.... I don't know if it's a good or a bad thing. For the sake of farming dark zone credits and stuff killing npc it's really bad, but i guess it's good that a lvl 12 will never meet a lvl 30 into a pvp area... (sorry about my bad language skills: english is obviously not my native language).

EDIT: I read that there is a way for the lower lvl member of the party to join the instance of their party leader in the group management page.

Unfortunately outside the DZ npcs levels increase if someone joins you that is a higher level than you. And there is a way to get into the same DZ with a lower level. There are currently 2 tiers of DZ 1-14 and 15-30. I think it's in the party options (start-top middle option)
